What determines the choice?
OpenAI does not use Business and Enterprise business data for model training by default. Purpose, legal basis, data minimisation, access and deletion still require assessment for the actual use case.

Data residency is not a complete processing guarantee
Business data residency is rolling out gradually and is not available to every customer. Regions offered at checkout cover primary content at rest, not inference location. Safety and abuse logs remain in the US; copies of prompts and responses are retained there temporarily even when another storage region is selected. Enterprise has separate terms.
Costs and administration
Business offers Standard and Premium seats with at least two paid seats in total. Prices depend on seat type, billing cycle and region; check the current offer. API usage is billed separately. Confirm Enterprise pricing, minimum scope and terms directly; media estimates are not binding minimum prices.
Business supports SAML SSO. Enterprise adds controls including SCIM and granular roles. Check contracted features, apps, retention and data flows rather than assuming comprehensive control from a product name.
